The agent was approved for "claims processing acceleration" without assessing whether its optimisation objective could conflict with the organisation's stated ethical boundaries. The conflict emerged gradually as the agent optimised toward its objective. Each function collected data under its own legal basis and purpose; the agent's optimisation combined them in ways that violated purpose limitation. Organisations are not single-objective entities. They have multiple business lines, each with its own objectives. They have regulatory obligations that may conflict with commercial objectives. They have ethical commitments that constrain how they pursue commercial objectives. They have obligations to multiple stakeholders — customers, employees, regulators, shareholders — whose interests may not align.
AI agents optimise toward their configured objectives with a single-mindedness that human employees do not exhibit. A human employee in the advisory function instinctively understands that recommending the firm's own products over better alternatives is a conflict of interest — the employee has professional judgement, cultural awareness, and personal liability that temper their behaviour. An agent has none of these moderating factors. If the agent's objective is "recommend the most suitable product" and its data source is biased toward proprietary products, the agent will recommend proprietary products without recognising the conflict.
The most dangerous conflicts are systemic — they arise from the interaction of individually compliant agents or from the interaction of an agent with a non-agent business process. These conflicts are invisible at the individual agent level. Agent A is compliant with its mandate. Agent B is compliant with its mandate.
