Section 4: Requirement Statement

4.0 Scope

This dimension applies to any agent — fully autonomous, semi-autonomous, or human-in-the-loop assisted — that generates, sequences, modifies, or executes dispatch decisions for a managed fleet of two or more physical transport units. The dimension applies regardless of fleet type (road vehicles, aerial delivery units, rail-segment allocations, waterborne logistics vessels), regardless of whether the agent operates in real time or in batch scheduling mode, and regardless of whether the dispatch function is the agent's primary role or a secondary capability. The dimension applies at the point of dispatch decision generation and at every point where a previously issued dispatch decision is modified, overridden, escalated, or cancelled. Cross-border operations must satisfy the requirements of this dimension for every jurisdiction in which any fleet unit operates at the time of the dispatch decision, not only the jurisdiction of the operator's primary registration.

4.1 Priority Schema Documentation and Approval

4.1.1 The operator MUST maintain a Priority Schema Document (PSD) that explicitly defines the complete ordered hierarchy of dispatch priority classes, the conditions under which each class is assigned, the relative ranking of all classes, and the resolution rules applied when two or more competing classes apply simultaneously to the same dispatch request.

4.1.2 The PSD MUST be formally approved by a named human authority — a role, not solely an automated process — before being loaded into any dispatch agent operating in a live environment.

4.1.3 Every version of the PSD MUST be assigned a unique version identifier, a creation timestamp, and the identity of the approving authority, and MUST be retained for a minimum of seven years.

4.1.4 The dispatch agent MUST at all times operate against an active, approved PSD version. The agent MUST NOT derive or synthesise priority orderings from training data, reinforcement signals, or optimisation objectives that are not explicitly reflected in the current approved PSD.

4.1.5 The operator SHOULD review and revalidate the PSD at minimum annually and following any change to operational context, fleet composition, regulatory environment, or significant incident.

4.2 Hard Constraint Enforcement for Safety and Regulatory Priority Classes

4.2.1 Any priority class designated as safety-critical or regulatory-mandatory in the PSD MUST be implemented as a hard constraint within the dispatch agent's decision logic — not as a weighted penalty, soft preference, or objective function term.

4.2.2 The dispatch agent MUST enforce hard constraints without exception regardless of fleet utilisation level, solver load, communication latency, or any other operational condition. No load-shedding mechanism, timeout handler, or degraded-mode protocol MAY disable or reduce the enforcement weight of a hard constraint.

4.2.3 Where a hard constraint cannot be satisfied — for example, because no eligible vehicle is available — the dispatch agent MUST generate an unresolvable constraint alert within 60 seconds of the constraint becoming unresolvable and escalate to a human operator. The agent MUST NOT silently re-classify the request to a lower priority class as a fallback.

4.2.4 The operator SHOULD test hard constraint enforcement under simulated conditions representing at least 95% fleet utilisation, communication degradation of ≥30%, and concurrent emergency priority activations numbering at least 10% of active fleet capacity.

4.3 Jurisdiction-Aware Priority Switching

4.3.1 For any fleet operating across two or more jurisdictions, the dispatch agent MUST implement a jurisdiction-aware priority switching capability that applies the correct regulatory priority schema for each vehicle based on the vehicle's current geographic position at the time of each dispatch decision.

4.3.2 The dispatch agent MUST maintain a current, versioned jurisdiction-priority mapping table (JPMT) that maps each jurisdiction identifier to the applicable regulatory priority obligations, including mandatory yields, corridor clearance requirements, hazardous material priority rules, and emergency service pre-emption requirements.

4.3.3 The JPMT MUST be updated within 30 days of any regulatory change in any jurisdiction in which the operator is licensed to operate. The operator MUST establish a monitoring process to detect relevant regulatory changes.

4.3.4 Where a vehicle's geographic position is ambiguous or unknown — due to GPS failure, tunnel operation, or communication outage — the dispatch agent MUST apply the most restrictive applicable priority schema from all candidate jurisdictions until position is confirmed.

4.3.5 The operator SHOULD implement automated regulatory monitoring feeds from each relevant jurisdiction's transport authority to reduce the risk of JPMT becoming stale between manual review cycles.

4.4 Fairness Constraint Governance

4.4.1 Where the operator has made a documented commitment — through licence conditions, regulatory submissions, contractual service agreements, or published service charters — to equitable dispatch outcomes across geographic zones, demographic groups, or service categories, those commitments MUST be translated into explicit, named fairness constraints within the dispatch agent's decision logic.

4.4.2 Fairness constraints derived from regulatory or contractual obligations MUST be implemented as hard constraints pursuant to Section 4.2.1. Fairness constraints derived from voluntary service commitments SHOULD be implemented as hard constraints.

4.4.3 The dispatch agent MUST continuously monitor fairness constraint compliance in real time and MUST generate an alert to a human operator within five minutes of any fairness hard constraint being breached or projected to be breached within the next 15 minutes.

4.4.4 The operator MUST maintain records of fairness constraint compliance monitoring output for a minimum of two years, at a temporal resolution sufficient to reconstruct the constraint status at any point in time during operations.

4.4.5 The operator SHOULD conduct quarterly fairness audits comparing actual dispatch outcomes against the stated fairness commitments across all defined service zones and demographic categories, with results reported to a designated oversight function.

4.5 Dispatch Decision Auditability

4.5.1 The dispatch agent MUST generate a structured dispatch decision record (DDR) for every dispatch decision it makes, whether original assignment, modification, override, cancellation, or escalation.

4.5.2 Each DDR MUST capture, at minimum: a unique decision identifier; the timestamp of decision generation (UTC, millisecond precision); the identity of the requesting entity; the priority class assigned; the priority schema version applied; the vehicle assigned; the jurisdiction applicable at time of decision; any hard constraints evaluated and their resolution status; any override or escalation events; and, where the agent is a learned model, the version identifier of the model at the time of decision.

4.5.3 DDRs MUST be stored in an immutable, append-only audit log that cannot be modified by the dispatch agent or by any automated process. The log MUST be accessible to human investigators and regulators within four hours of a request.

4.5.4 The operator MUST retain DDRs for a minimum of five years, or for the duration of any ongoing regulatory investigation, whichever is longer.

4.5.5 The dispatch agent MUST NOT suppress, aggregate, or summarise DDR content in a manner that prevents reconstruction of the full decision context for any individual dispatch event.

4.6 Human Override and Escalation

4.6.1 The dispatch agent MUST provide a documented, tested, and operationally accessible override interface through which an authorised human operator can modify, cancel, or re-prioritise any dispatch decision at any time.

4.6.2 The dispatch agent MUST execute a human override instruction within five seconds of receipt and MUST record the override in the DDR, including the identity of the overriding operator and the stated reason where provided.

4.6.3 The dispatch agent MUST NOT reinstate an overridden dispatch priority class or assignment without explicit human re-authorisation. Automatic re-queuing of overridden decisions is prohibited.

4.6.4 Where the dispatch agent is operating in a degraded or fallback mode, MUST NOT reduce the scope or responsiveness of the human override interface relative to normal operating mode.

4.6.5 The operator SHOULD conduct at minimum quarterly drills of the human override interface under simulated high-load conditions to verify operational accessibility and response latency compliance.

4.7 Model and Logic Change Governance

4.7.1 Any change to the dispatch agent's priority logic — including changes to model weights, objective function formulations, constraint parameters, or decision thresholds — MUST be treated as a change to the Priority Schema and MUST require re-approval of the PSD pursuant to Section 4.1.2 before deployment to any live environment.

4.7.2 The operator MUST maintain a change log recording every modification to dispatch logic, including the nature of the change, the version identifiers of the pre- and post-change configurations, the approval authority, and the date of deployment.

4.7.3 The operator MUST conduct regression testing of all Section 4.2 hard constraints and all Section 4.4 fairness constraints against a defined test suite following any change to dispatch logic before deployment.

4.7.4 The operator SHOULD implement a staged rollout process for dispatch logic changes, deploying to a limited subset of the fleet with enhanced monitoring before full fleet deployment.

4.8 Emergency and Exceptional Condition Protocols

4.8.1 The dispatch agent MUST implement a documented emergency operating protocol (EOP) that defines the dispatch priority schema applicable during declared emergencies — including natural disasters, major incidents, pandemic logistics activations, and civil emergency declarations — and the conditions under which the EOP is activated.

4.8.2 Activation of an EOP MUST require explicit authorisation from a named human authority. The dispatch agent MUST NOT autonomously activate an EOP based solely on its own assessment of conditions.

4.8.3 The dispatch agent MUST log all decisions made under an active EOP with a distinct flag in the DDR and MUST generate a summary EOP activity report at the conclusion of each EOP activation.

4.8.4 The operator SHOULD test EOP activation and dispatch behaviour under simulated emergency conditions at minimum once per year.

4.9 Third-Party and Subcontracted Dispatch Compliance

4.9.1 Where a fleet operator subcontracts dispatch functions to a third-party agent operator, the contracting operator MUST ensure that the subcontractor's dispatch agent complies with the full requirements of this dimension through contractual obligation and documented evidence review.

4.9.2 The contracting operator MUST retain ultimate regulatory and safety responsibility for dispatch priority governance across its fleet regardless of subcontracting arrangements.

4.9.3 The operator SHOULD conduct annual compliance audits of subcontracted dispatch operations against the requirements of this dimension and retain audit findings for a minimum of five years.

Section 5: Rationale

Structural Enforcement vs Behavioural Expectation

Fleet dispatch at scale is an optimisation problem. Every dispatch agent — whether rule-based, model-based, or learned — makes priority decisions by trading off competing objectives: cost, speed, coverage, utilisation, and safety. The fundamental governance challenge is that behavioural expectations — verbal instructions to "prioritise safety" or "be fair" — do not survive contact with a high-dimensional optimisation process. Unless priority obligations are structurally encoded as constraints that the optimiser cannot trade away, they will be violated systematically under pressure conditions. This is not a property of poorly designed agents; it is the expected behaviour of any agent optimising a composite objective function without hard constraint boundaries.

The distinction between hard constraints and soft penalties is the central architectural principle of this dimension. A soft penalty for violating a priority rule will be overwhelmed by sufficiently strong pressure from other objective terms. Under 95% fleet utilisation with a 30-second solver timeout, a dispatch agent facing a convergence deadline will sacrifice a −0.3 safety penalty term before it sacrifices a −5.0 throughput term, because that is mathematically correct behaviour given the objective formulation. The governance response is not to increase the penalty weight — weights are unstable across conditions — but to remove the obligation from the objective function entirely and place it in the constraint layer, where it is architecturally immune to objective pressure.

Why Jurisdiction-Aware Logic Cannot Be Treated as a Configuration Detail

Operators frequently treat cross-border priority rules as configuration parameters to be set once at deployment. This approach fails for two reasons. First, regulatory requirements change, and a static configuration will silently drift out of compliance. Second, individual vehicles within a fleet may cross jurisdictional boundaries mid-mission, requiring per-vehicle, per-decision jurisdiction resolution rather than fleet-level configuration. A dispatch agent that applies a single priority schema to all vehicles regardless of their current position is not a misconfigured agent — it is an agent that was never designed for the operational environment it is in. Section 4.3 requires jurisdiction-awareness as a first-class architectural capability, not a configuration option.

Why Fairness Cannot Be Left to Post-Hoc Monitoring

The incident in Example C illustrates a failure mode common to many dispatch systems: fairness is monitored after decisions are made, rather than enforced during decision-making. Post-hoc monitoring can identify that a fairness breach has occurred; it cannot prevent the breach. In transport contexts where a 47-minute service desert in a low-income zone constitutes a regulatory violation, the governance control must be preventive — enforced at decision time, not detected at reporting time. This dimension requires fairness constraints derived from regulatory obligations to be implemented as hard constraints within the decision logic, so that they are structurally enforced rather than aspirationally monitored.

The Audit Log as a Forensic Instrument

Dispatch decisions in large fleets are made at rates of hundreds to thousands per hour. No human can review dispatch decisions in real time at this scale. The DDR and audit log requirements in Section 4.5 are not transparency theatre — they are the forensic substrate that makes post-incident investigation, regulatory examination, and model governance possible. Without a complete, immutable, machine-readable record of every dispatch decision and its decision context, operators cannot demonstrate compliance, investigators cannot identify root causes, and the iterative improvement of dispatch governance is impossible. The requirements for DDR content are deliberately specific because regulators and investigators have repeatedly encountered audit records that were technically present but forensically useless due to missing fields, aggregation, or post-hoc modification.

Section 6: Implementation Guidance

Constraint-First Architecture. Implement all safety and regulatory priority obligations as constraint layers evaluated before the optimisation objective. Use a two-phase decision architecture: Phase 1 filters the feasible dispatch set by applying all hard constraints; Phase 2 selects the optimal dispatch from the feasible set using the objective function. This ensures that hard constraints are never traded against objective terms regardless of solver configuration.

Priority Schema as a Declarative Artefact. Represent the Priority Schema Document as a machine-readable, versioned declarative configuration (e.g., a structured schema file with formal syntax) that is loaded by the dispatch agent at startup and referenced in every DDR. This separates priority governance from agent implementation, allows the schema to be reviewed and approved by non-technical stakeholders, and makes schema version tracking structurally enforced rather than procedurally dependent.

Jurisdiction Geofence Integration. Implement jurisdiction-aware priority switching using a geofence layer that maps vehicle positions to jurisdiction identifiers in real time. Link the geofence layer directly to the JPMT so that priority schema selection for each dispatch decision is an automated, position-dependent lookup rather than a manual configuration selection. Include geofence overlap handling rules for boundary zones.

Fairness Constraint Monitoring as a Parallel Process. Run fairness constraint monitoring as a separate, high-priority process that has read access to dispatch outputs but cannot be interrupted by dispatch solver load. This prevents the failure mode demonstrated in Example C where the fairness monitor was dependent on the same optimisation pipeline that suppressed the constraint.

Immutable Audit Log via Write-Once Storage. Implement the DDR audit log on write-once or cryptographically append-only storage infrastructure. Include a hash chain mechanism so that log integrity can be verified at any point. Ensure the log write path is independent of the dispatch agent's primary execution path so that log failures do not block dispatch operations and dispatch failures do not corrupt log integrity.

Human Override as a Dedicated Interface. Implement the human override interface as a standalone system with its own communication path, authentication mechanism, and processing queue, independent of the dispatch agent's primary decision pipeline. This ensures override availability is not degraded during periods of high dispatch load or partial system failure.

Staged Rollout with Shadow Mode Testing. Before deploying any change to dispatch logic to the live fleet, run the new logic in shadow mode — receiving live inputs and generating decisions without executing them — for a validation period during which its outputs are compared against the incumbent logic and tested against the full hard constraint and fairness constraint test suite.

Explicit Anti-Patterns

Anti-Pattern: Weighted Priority Encoding. Implementing priority obligations as additive weights in an objective function, even with high weight magnitudes, is categorically insufficient for safety and regulatory obligations. Weights are context-dependent and can be overwhelmed under pressure conditions. Any system documentation that describes safety priorities as "heavily weighted" rather than "hard constrained" should be treated as a governance deficiency requiring immediate remediation.

Anti-Pattern: Single Unified Priority Schema for Multi-Jurisdiction Fleets. Applying a single priority schema uniformly across a fleet operating in multiple jurisdictions, without per-vehicle position-based schema selection, is a design deficiency that guarantees regulatory non-compliance as soon as the fleet crosses a jurisdictional boundary. The fact that the unified schema may comply with the operator's home jurisdiction does not constitute cross-border compliance.

Anti-Pattern: Fairness Monitoring Without Fairness Enforcement. Implementing fairness commitments solely through post-hoc dashboards and periodic reporting, without real-time hard constraint enforcement in the dispatch logic, is a governance pattern that detects breaches but cannot prevent them. For obligations that carry regulatory consequence, detection-only is not sufficient.

Anti-Pattern: PSD Embedded in Model Weights. Allowing the priority schema to exist only as an emergent property of a trained model's learned weights — with no explicit declarative representation — makes the schema unauditable, unapproved, and unverifiable. The existence of a trained model that "tends to" respect priority rules does not constitute a governed Priority Schema Document.

Anti-Pattern: Override Interface Dependent on Dispatch Pipeline Availability. Routing human override commands through the same processing pipeline as dispatch decisions creates a failure mode where the override interface becomes unavailable precisely when it is most needed — during high-load events or partial system failures. Override must be architecturally independent.

Anti-Pattern: Jurisdiction Priority Updates as Ad-Hoc Configuration Changes. Treating JPMT updates as informal configuration changes without version control, approval workflow, or deployment testing creates the risk of applying incorrect priority schemas to live fleet operations without detection.

Section 7: Evidence Requirements

7.1 Priority Schema Document (PSD)

The operator must maintain the current approved PSD and all historical versions. Each version must include the version identifier, approval date, approving authority identity, and a description of changes from the prior version. Retention: minimum seven years from supersession or last operational use, whichever is later.

7.2 Jurisdiction-Priority Mapping Table (JPMT)

The current JPMT and all historical versions, with update timestamps and evidence of regulatory monitoring activity that triggered each update. Retention: minimum seven years.

7.3 Dispatch Decision Records (DDR)

The complete audit log of all DDRs as specified in Section 4.5.2. The log must be in a machine-readable format with documented schema. Retention: minimum five years, or the duration of any ongoing regulatory investigation or litigation, whichever is longer.

7.4 Change Log

The complete log of all changes to dispatch agent logic as specified in Section 4.7.2, including pre- and post-change version identifiers, regression test results, approval records, and deployment dates. Retention: minimum seven years.

7.5 Fairness Constraint Monitoring Records

Continuous monitoring output records at sufficient temporal resolution to reconstruct constraint status at any point in time, as specified in Section 4.4.4. Quarterly fairness audit reports with findings and any remediation actions. Retention: minimum two years for continuous monitoring data; minimum five years for quarterly audit reports.

7.6 Human Override Log

A log of all human override events including the override instruction, executing operator identity, timestamp, the DDR identifier of the affected decision, and the stated reason where provided. Retention: minimum five years.

7.7 Emergency Operating Protocol Documentation

The current approved EOP and all historical versions, activation and deactivation records, EOP activity reports, and annual EOP test records. Retention: minimum seven years.

7.8 Subcontractor Compliance Evidence

Contracts incorporating dispatch compliance obligations, annual audit findings, and any remediation records relating to subcontracted dispatch operations. Retention: minimum five years from contract termination.

7.9 Test and Validation Records

Records of all pre-deployment testing of dispatch logic changes against the hard constraint and fairness constraint test suite, including test inputs, expected outputs, actual outputs, pass/fail determinations, and tester identity. Records of quarterly override interface drills. Retention: minimum five years.

Section 8: Test Specification

Each test maps to one or more MUST requirements in Section 4. Conformance is scored 0–3: 0 = not tested or complete failure; 1 = partial conformance with significant gaps; 2 = substantial conformance with minor deficiencies; 3 = full conformance.

Test 8.1 — Priority Schema Document Completeness and Approval Integrity

Method: Obtain the current PSD. Cross-reference the version identifier in the PSD against the version identifier reported by the dispatch agent via its configuration reporting interface. Confirm that approval records show a named human authority.
